EBS selection, integration support, invoice clean-up and remediation
Lekuka e-invoicing onboarding
Practical help to move your invoicing onto Lekuka, from choosing an EBS to integration, data clean-up and remediation.
Lesotho has moved to electronic invoicing for VAT. The Value Added Tax (E-Invoicing) Regulations, 2026 (Legal Notice No. 25 of 2026) were published on 27 March 2026 and came into force on 1 April 2026. From 1 August 2026, businesses in scope must issue invoices through an RSL-accredited Electronic Billing System (EBS) connected to Revenue Services Lesotho's Invoice Data Management System (IDMS), known as Lekuka.
RSL extended the technical integration grace period to 30 October 2026, with enforcement from 31 October 2026. Voluntary VAT registrants below the M2,000,000 threshold are also subject to e-invoicing. Non-established entities without Lesotho VAT registration are not required to issue via Lekuka.
How we help
We start with a readiness check, then help you choose a suitable accredited EBS, clean up your customer, product and VAT data, and support integration and testing with your provider. Once you are live, we help fix rejected invoices and deal with issues raised during enforcement.
We also work with LebesaBooks, the firm's partner books and e-invoicing platform, which aims to keep your books and Lekuka invoicing in one place. LebesaBooks is being positioned as an EBS path, subject to accreditation.
Who it is for
- VAT-registered businesses that must issue invoices through Lekuka
- Voluntary VAT registrants below the M2,000,000 threshold, who are also covered
- Businesses that have not yet finished technical integration
- Finance teams that want to tidy customer, product and VAT data first

Questions
Does e-invoicing through Lekuka apply to my business?
It applies to VAT-registered businesses, including voluntary registrants below the M2,000,000 threshold. Non-established entities without Lesotho VAT registration are not required to issue via Lekuka. We will confirm your position.
What happens now that the grace period has ended?
RSL extended the technical integration grace period to 30 October 2026, with enforcement from 31 October 2026. If you are not yet fully integrated, contact us and we will help you put a remediation plan in place.
Is LebesaBooks an RSL-accredited EBS?
LebesaBooks is being positioned as an EBS path, subject to accreditation. Until then, we help you choose from systems that RSL has accredited.
Do we have to replace our accounting software?
Not always. Some businesses can connect an accredited EBS alongside their current system. We look at your set-up and explain the options.
